Add onions, garlic and peppers; cook about 5 minutes until almost tender. Add chili powder and cumin; cook 1 minute until fragrant. Add tomato sauce and water and bring to boil. Reduce heat to medium low and simmer, covered, for 10 minutes.<\/p>\n<p>Mash one can of beans. Stir all beans into chili.
